CECEP: Running with Accelerated Capacity Building, Achieving Smooth Good Start for First Quarter

"In the first quarter, CECEP achieved year-on-year growth in its main operating indicators, smoothly achieving a good start, showing a development trend of 'steady progress, steady consolidation and steady improvement', with both quantity and quality optimization, laying a solid foundation for achieving the annual operating goals." On April 18, Song Xin, chairman of CECEP, said at the business analysis meeting for the first quarter 2023.

The battle is decided from the beginning, and the sprint starts from the first stride. In the first quarter, CECEP took "year of capacity building" as the starting point, carried forward the "strict, profound, detailed and intensive" work style, vigorously improved the "seven capacities", continued to carry out special actions to improve quality and efficiency, adhered to the bottom line of preventing systemic risks, and achieved significant results in various aspects of work. Operating efficiency maintained year-on-year growth, and several indicators were ahead of the target set by the State-owned Assets Supervision and Administration Commission of the State Council. Among them, the net profit attributable to the parent company increased by 12.6% year on year, achieving a good start to the first quarter and running with accelerated capacity building.

CECEP adheres to the road of ecological priority and green development, seizes opportunities vigorously, speeds up towards green development, maintains a trend of "progress", accumulates momentum for "stability", and injects green power into high-quality development.

The development of the main business has entered the fast track. In the first quarter, the clean energy, solid waste and water services sectors maintained a steady growth trend and laid a solid foundation for completing the annual target comprehensively. The installed capacity of green electricity was 17.895 million kilowatts, a year-on-year increase of 26.3%; the power generation was 6.71 billion kilowatt hours, a year-on-year increase of 4.1%, equivalent to a reduction of 5.058 million tons of carbon dioxide emissions and a saving of 2.029 million tons of standard coal. The solid waste treatment volume was 6.179 million tons, a year-on-year increase of 6.4%, and the water supply and sewage treatment volume was 800 million tons, basically the same as last year. The COD cumulative reduction was 133,000 tons, a year-on-year increase of 4.4%.

Market development takes the fast track. CECEP aims at the "one trillion" target, continuously strengthens market development efforts, conducts high-level docking with departments, provinces, autonomous regions and cities such as the National Development and Reform Commission, Liaoning Province, Xinjiang Uygur Autonomous Region, Xinjiang Production and Construction Corps and Hainan Province. It has signed strategic cooperation agreements with central enterprises such as China State Construction Engineering Corporation, China Nonferrous Metal Mining (Group) Co., Ltd. to expand comprehensive, profound and three-dimensional cooperation layout.

Deepening innovation and igniting the engine of enterprise development

CECEP always regards technological innovation as the primary driving force, and firmly implements the strategy of strengthening enterprises with science and technology, accumulating strong momentum for high-quality development.

A combination of measures is taken for self-improvement in science and technology. CECEP insists on consolidating and improving the results of the "year of scientific and technological innovation", solidifying the institutional foundation, accelerating platform construction, intensively tackling technical problems, strengthening collaborative innovation in production, education, research and application, and continuously promoting the implementation of the "scientific and technological innovation capacity building project". It comprehensively enhances the core technology innovation capacity, and strives to create a source of original technology in the field of energy conservation and environmental protection.

New fruits are borne from scientific research seeds. In the first quarter, CECEP added one provincial and ministerial-level R&D platform, one high-tech enterprise and 101 authorized patents. The project "Key Technology and Industrial Application of Green Intelligent Recycling of Waste Electronic and Electrical Appliances" of the affiliated CECEP Engineering Technology Research Institute won the first prize of China Nonferrous Metal Industry Science and Technology Award. The project "Research and Large-scale Application of Compound Heat Pump Heating and Cooling Technology of Large-scale Building Complex" of the affiliated CECEP City Energy Conservation Co., Ltd won the first prize of China Construction Science and Technology Award. Valiant, the affiliated company, has been included in the "encouraged for attention" enterprises of the original technology source by SASAC, and actively promoted the implementation of "11 action plans".

Building capacity, tapping potential, increasing efficiency and releasing energy

CECEP resolutely implements the requirements of SASAC of "one increase, one steadiness and four improvements", deeply carries out various measures to improve quality and efficiency, launches actions to benchmark against the world's leading value creation, focuses on key points, fills gaps, and overcomes weaknesses to explore potential for high-quality development.

New results have been achieved in business quality, and fine management has been promoted. CECEP focuses on key tasks such as reducing legal person pressure, collecting "two funds", governance of loss-making enterprises, and reducing costs and expenses to continuously improve its business structure and operating quality. Since the first quarter, the budget for the main operating indicators of secondary companies has been thoroughly reviewed, effectively promoting the transmission of management concepts and responsibilities, and improving the management and control capacities. The fine and lean management concepts have been effectively implemented. Through the solid review and optimization of the operating budget, the main operating indicators of various units have been improved.
